In the root level of your site, you should find the configuration.php file.

In that configuration.php file you should be able to see all of the variables as well as many others.

One good extension that make a good job with CSS and Javascript is the Joomla Plugin CssJsCompress (http://extensions.joomla.org/extensions/site-management/cache/7350) with almost none work. 

This extension gzip, take some files in just one (not all javascripts) and cache all for do not generate again. I just look around some implementations but this is one good for who do not want take too much work for make all sites run almost fine with css/javascripts.</description>
